The commander on the ground has to reflexively be able to assess the situation, form a plan, give orders and then execute. He knows he doesn’t have all the info and that the plan is risky, but doing nothing also carries risk. Sometimes good plans fail and bad plans succeed, so let’s see how this plays out.
Vox seems to have been giving us bread crumbs that Carl's strength and competence has helped force Horace into behaving like a better version of himself... or maybe he just wants us to learn to like him before he gives him the Ol George.

One of the best aspects is that Horace isn't a desk jockey, he uses bombs and guns, yet still gamma.
